Kazakhstan officially reintroduces concept of “medical intern”

Tengrinews.kz – The Ministry of Healthcare has developed a draft order that officially establishes the concept of a “medical intern.” The relevant document has been published on the Open Legal Acts portal.

What will change for future doctors

The proposed changes are aimed at improving the quality of doctors’ training and the safety of medical care provided to patients. One of the key changes is the official establishment of the concept of a “medical intern.”

According to the document, this will make it possible to clearly define the status of a future specialist, their rights and responsibilities, and make the process of education and practical training more transparent.

Note: Internship is a mandatory stage of practical training for a doctor after graduating from a medical university. During the internship, the graduate works under the supervision of a mentor and develops practical skills. In 2026, the status of a medical intern was enshrined in the Code “On Public Health and the Healthcare System,” while subsequent amendments and orders regulate the training procedure and the participation of medical interns in clinical practice.

Another new provision concerns the organization of practical training for students of medical universities. The ministry proposes introducing a mechanism for a trilateral agreement between the educational institution, the employer and the medical intern.

“This approach will make it possible to determine in advance the responsibility of each party, ensure quality training, support young specialists in employment and effectively fulfill obligations under the state educational order,” the developers of the document believe.

Earlier, the Healthcare Ministry published a draft order that is expected to change the work of clinical sites and expand young specialists’ access to training at leading medical clinics.

Why the changes are needed

The Healthcare Ministry expects the proposed changes to help improve the level of practical training of future doctors, strengthen cooperation between medical universities and healthcare organizations, and help provide the regions with qualified medical workers.
