Tengrinews.kz — Kazakhstan has fully transitioned medical health certificates to a digital format. Public health officials can now remotely verify the health data of individuals required to undergo regular medical examinations, citing the press service of the Ministry of Healthcare.


What changes for employees of cafes, hospitals, and kindergartens

Personal electronic health certificates were introduced in Kazakhstan back in January 2025, but they have now been completely digitized. Information from these electronic records is now automatically transmitted to the information systems of the sanitary and epidemiological supervision authorities.

According to Maral Rakhimzhanova, Deputy Chairperson of the Committee for Sanitary and Epidemiological Control of the Ministry of Healthcare, specialists will be able to view staff health certificates and verify the information remotely.

"Five days before a certificate expires, the system will issue a notification that the information needs to be updated. Sanitary inspectors will be able to automatically generate recommendations and provide warnings regarding expiring certificates," Rakhimzhanova commented.

According to the ministry, personal electronic health certificates are part of a suite of services launched following the implementation of a unified digital platform for sanitary and epidemiological control. They can now be accessed via eGov Mobile and a popular banking mobile app.

Sanitary and epidemiological control officers will also have access to the following information on the platform:

  • laboratory test results;
  • industrial control data for enterprises;
  • population vaccination monitoring.

Are paper health certificates still valid?

Maral Rakhimzhanova added that sanitary and epidemiological control authorities no longer recognize paper-based health certificates.

"Specialists check electronic certificates exclusively. Individuals required to hold them can still obtain them at medical organizations by visiting the required list of doctors and undergoing laboratory tests. Following this, a personal electronic health certificate is generated within the information systems," she noted.

She added that there is no longer a need to obtain a paper equivalent of the document:

"Paper health certificates are becoming a thing of the past. This change was implemented to eliminate forgeries and ensure the integrity of examinations during remote preventive monitoring."

Who is required to have a health certificate?

Kazakhstan Fifteen categories have been identified for which medical certificates are mandatory. These include workers in:

  • public catering, the food industry, and food retail;
  • medical organizations;
  • kindergartens, schools, colleges, and universities;
  • children's summer camps;
  • pharmacies and pharmaceutical enterprises;
  • hotels, health resorts, rest homes, and social service organizations;
  • hair salons, beauty parlors, public baths, saunas, swimming pools, and similar establishments.
